Draft Local Lettings Policy

1. The Site

A total of 67 affordable rented homes on the Langley Chase development, off Radbourne Lane, Mackworth, Derby. The homes are due for completion from April to August 2026.

4 x One Bedroom (2 person) Maisonettes

4 x One Bedroom (2 person) Houses

2 x Two Bedroom (3 person) Bungalows

33 x Two Bedroom (4 person) Houses 

24 x Three Bedroom (5 person) Houses

3. Purpose of this Local Lettings Plan

Platform Housing Group and Amber Valley Borough Council are working together to help achieve balanced communities and support greater community cohesion and sustainability; in doing so contribute to making the area an even better place to live, work and visit.

There will be careful consideration with all allocations made and ensuring that Platform Housing Group’s Lettings Policy and the Home-Options Allocations Policy are adhered to.

This local letting plan outlines how nominations will be made outside of the principal policy for Home-Options and Platform Housing Group for the initial lettings to this new development to ensure that a settled community is encouraged.

4. Sustainable Communities Criteria

To achieve a balanced community, initial allocations will be made in the following order.

One Bedroom Flats*

50% of all maisonettes (2) will be allocated to households where either the main or joint applicant is in employment that meets the threshold outlined in the local connection criteria of the Home Options Policy.

*Exceptions will be if the customer is

  • In receipt of PIP / DLA 
  • A Work Capability Assessment has deemed the applicant to have limited capability for work
  • Aged 67+ 
  • In education 
  • Providing care and in receipt of Carers Allowance 

One Bedroom Houses*

50% of all one bed houses (2) will be allocated to households where either the main or joint applicant is in employment that meets the threshold outlined in the local connection criteria of the Home-Options Policy.

Two Bedroom Bungalows

Allocated in line with the Home-Options policy to applicants aged 55 and over, or to those who can provide evidence of a mobility need for ground-floor accommodation. Priority will be given to applicants who can evidence a need for two bedrooms.

Two Bedroom Houses

Equal split between Bands A, B and C on a rotating basis. 11 houses allocated to band A, 11 houses allocated to Band B and 11 houses allocated to band C.

Three Bedroom Houses

Equal split between Bands A, B and C on a rotating basis. 8 houses allocated to band A, 8 houses allocated to Band B and 8 houses allocated to band C.

5. Local Connection Criteria

To qualify to join Amber Valley Borough Council's Housing Register (Home-Options), households must meet the eligibility as determined in section 6 of the Home-Options policy.

6. Property Eligibility Criteria

Households will be able to express an interest in the property in accordance with the Home-Options policy.

7. Marketing

Properties will be advertised on the Home-Options CBL system.  Interested households will need to be registered and accepted onto Home-Options to bid and be eligible for a nomination.

It is anticipated that the adverts will come in tranches between April 2026 up until June 2028. These timescales could be impacted by unforeseen delays.

8. Summary of how we allocate properties

A property is advertised on Home-Options and a shortlist of interested applicants is created after the bidding cycle ends.

With reference to the criteria detailed above, we will seek an applicant from the shortlist that meets:

  • Sustainable Communities criteria and
  • Local Connection criteria and
  • Property Eligibility criteria
  •  Level of priority on the Housing Register

If no applicant is identified, the property will be re-advertised or direct nominations may be requested from Amber Valley.

9. Nominations outside the Local Lettings Plan

If the Council receives insufficient bids from applicants meeting the Sustainable Communities Criteria, the property may be re-advertised or Amber Valley may provide a direct match for the property. This will avoid rent losses and ensure no detrimental impact on the area because of properties being left empty long term.

10. Nomination of bidders

Each shortlisted applicant(s) will be subject to the standard Amber Valley verification procedure. Applicants will be subject to additional verification checks by Platform Housing Group. This will include the completion of a pre-tenancy assessment, financial assessment and may include an interview with the Neighbourhood Officer.

Applicants may be eligible to access Home-Options but refused by Amber Valley and/or by Platform Housing Group for consideration under this Local Lettings Plan.

Platform Housing Group will adhere to their Lettings Policy when considering customers for prospective properties.

Existing social housing tenants seeking to transfer may be visited by their current landlord to ensure tenancy compliance and the tenancy reference will be required.

11. Type of Tenancy

The successful applicants will be offered a starter tenancy followed by an assured tenancy if there are no tenancy breaches.

One month’s rent in advance is requested at the point of letting for all new tenants; this will be stated in all of the adverts.

12. Termination of the Local Lettings Plan

This Local Lettings Plan (LLP) will apply to first lets on practical completion of this scheme only. All future vacancies will be allocated in line with Platform Housing Group’s Lettings Policy and the Home-Options policy unless a revised and evidence-based LLP is proposed and agreed.

13. Monitoring and Review

The Council undertakes to monitor the outcomes from this LLP to inform any future LLPs for other new build or existing housing schemes.

14. Equal Opportunities

In producing this Local Lettings Plan, Amber Valley and Platform Housing Group are required to comply with equality legislation and ensure there is no unlawful discrimination in the allocations of dwellings.

15. Mutual Exchanges

Mutual exchanges will be allowed into and out of the development in accordance with Platform Housing Group's normal processes. For more details about mutual exchange, see the Platform Housing Group website.
